Hypothetical plan for expansion of Milwaukee's current infrastructure into a comprehensive rail transit network.
The streetcar expansion routes are based on the existing routes and published expansion plans. To increase frequency and reliability they should be given traffic signal priority and dedicated rights of way (where possible).
I picked the metro routes based on population density while trying to connect the communities of Milwaukee's three dominant demographic groups. Freeways are avoided because living near them has substantial negative health effects, so future TOD density should avoid them. I stuck to arterial streets with at least ~50 ft ROW to ensure political and technological feasibility. I envision a primarily elevated system with autonomous light metro vehicles.
For suburban rail, I stuck to existing rail corridors because this is by far the most politically feasible and economically sensible way it could be built. I picked stops where they could be easily built because they are in lots that are either abandoned or have uses that could be easily bought out. I also used US census population density data to place stations in the middle of density clusters near higher-capacity roads to increase accessibility.
My goal was to balance connectivity with realistic possibility.
