MARTA becomes a proper Regional Metro (BART style, or S-bahn for those who like that term). Large trains and higher top speed.
Extensions to all 4 existing lines and a new Pink line.
Belt Line and Clifton corridor built as light rail. Can be operated together as an unfurled loop.
Attempt to find good routing for high speed rail.
Plan is compatible with some kind of commuter rail if desired (for example ATL Trains proposal), however I didn't include it.
