Resolving the silly situation where trains go on surface downtown and in tunnel elsewhere, by extending the tunnel all the way south to Canalside. Then on rail ROW east to the Airport. It can easily be done without level crossings with very little investment. Other changes are (hopefully) obvious from the map, all built as surface light rail. Of course high speed rail is serving the rebuilt Central Terminal. From there east-west connections are easy, there is more than enough space for 2 more tracks towards Rochester and Erie. The connection with Canada is more tricky. Until the demand is high enough for something better, trains will have to share the current CSX & GO Transit tracks (electrified) to Hamilton where the Canadian HSR system begins.
