Run from Tottenville to Chambers Street. Express through Brooklyn. Convert existing SIR Express trains to Diamond V. Run the IBX to Arlington SI via the deactivated North Shore Branch. This plan requires obtaining no new right-of-way, except for the tunnel itself.
