Kilkeel, although it meets the population requirement cannot be easily added to the rail network due to its considerable distance from both Newry and Newcastle. This, in addition to being surrounded by the Mourne Mountains, means that any line would be unusally expensive to construct.
Instead I propose serving Kilkeel with a high quality bus service between Newcastle and Newry.
