Thanks for seeing Milwaukee Metro by i.love@metros.com. Here's what I'd offer, so that costs aren't too high. Mostly Above Grade (even in Downtown), with small underground tracks. In city suburbs, if there's the possibility, go for at grade. On account of metrodreamin price of construction, a reasonable flat fare price would be $2.75 (Only for the Metro). Since the railway's mostly overground, I'd recommend using standard gauge tire railways, the same system used in Montreal or Paris, to reduce sound pollution in the areas served by the Metro. Since the ridership is supposed to be medium important (406 K / Day - 149 M / Year), I'd recommend using four-car trains. For a good capacity, 1 Train / 15 minutes in off-peak hours, and 1 Train / 3 minutes in peak hours. There is also a BRT system and a suburban train under design.
