This is fictional, the real thing doesn't look like this at all.

If you want to request a full systems, the qualifications should* be:
1. It needs to have at least one transfer to any regional rail and/or regional Bus Shuttle
2. Has a reasonable population size (≥25k pop. [exceptions are possible])
3. Have a visual distance between the new station and a pre existing unless it makes sense to have close proximity (exceptions may be applied)
4. Shouldn't overlap with any other system expect for regional rail/bus shuttle, and/or exempt by the map's owner.

If you want to request a modification, addition, or extension of map, the qualifications should* be:
1. Is the request reasonable
2. Is it unique to be added
3. The location needs to be an official town/village/city
4. If it's a Regional Line, both terminals should be existing rail right-of-ways (exceptions are possible)
5. Will it have an impact

If you want to give specifics routes as for an addition to a system, here are suggestions:
1. If there's a major school of any kind, the route will either end or have a station for that school
2. If there's a major hospital, the route will either end or have a station for that Hospital
3. If there's a people magnet of some sort (Zoo, Park, Tourist Spot) the route will either end or have a station for that location

*A system might have exceptions for whatever reason, at least each rule has been broken once in this map.
